Remembering an unknown locale's ISO codes wouldn't be the problem if the core
used them. The problem is the back and forth conversion between ISO codes and
MS-LCIDs/LangIDs (16-bit LanguageType) the core uses in all its attribution and
property items. That can only be done with a defined mapping, and versions not
knowing a specific mapping will lose information. There isn't much we could do
about that, other than reimplementing all core attributes to use proper language
tags instead of LangIDs.
