AW: Fiurst thought that OverlayManagerBuffered::ImpBufferTimerHandler is the bad
guy. There, the cursor is switched off and on again for overlay update (even
modified VCL to have non-timer-resetting show/hide for cursor), but that's not
the case.
Bad guy is SdrObjEditView::ImpPaintOutlinerView which is used at each repaint
when the text scrolls. There, rOutlView.ShowCursor() is always called. This
should only happen when the EditView is in the visible area and e.g. when the
cursor is not yet visible. Testing...
