Behaviour will not be changed unless someone provides a patch.
The current behaviour suits 99% or more of the users. Those who write large
amounts of text in a spreadsheet application (and thus probably using the wrong
application in the first place anyway) can still scroll by using the toolbar or
via the keyboard.
