I checked with "Ooo 3.1.0 WIN XP multilingual version German UI activated
[OOO310m11 (Build 9399)]" and can confirm the reported effect, but that's not a
big thing.
OOo does not have that pleasing page view like EXCEL, where the page heading is
shown in the normal edit view. And it really might worry that no page (and so:
no heading/footer) will be shown in page preview if the sheet is without cell
contents. But if there is at least one blank in one cell, page preview will be
shown in page preview.
So user experience team should decide whether this might be an useful
enhancement.
