The "Cost per sq foot is 3 (cell A2)" is not actually 3.0, but =248/(8*12), or
31/12, or 2.583...
The number format for cell A2 is rounding the result /displayed/ to the nearest
integer, but the calculations use A2's more precise internal value to get the
answer you see in C2.
So, Calc's arithmetic looks reasonable to me.
If you really want the total price to be calculated using the value "3" as
shown, you can set the option Tools > Options > OOo Calc > Calculate > Precision
as shown: YES
