This problem is important for encsig09 since the cws let the ODF1.2 check be
more strict. That means that some documents that were accepted as valid ODF1.2
before, will be rejected now. As result the recovery mechanics is very important
to be able to get the data from the documents that could be loaded in the
earlier versions.
