Ok.  I have created an example of the problem for you.  The attached file 
contains AB_List.odm and A_List.odt and B_List.odt.

When you open the master you will see numbering 1-8 instead of 1-4, 1-4.

Now, if you Edit B_List.odt and select Restart Numbering on item 1 you will see 
that the Check-mark is set.  After you save it it is still set.

Next-- WITHOUT CLOSING B_List, do an update-all in AB_LIST.odm and the list 
will appear as 1-4, 1-4.

Next CLOSE B_List and do an update-all on AB_List-odm and the list will now be 
1-8.

oops.
