Please... - open any OOo application - hold down Alt (or Alt Gr) key - place the mouse pointer over any gui button - hold down the left mouse button - move the mouse (with the left mouse button still hold down) A dotted frame with the buttons size can be dragged. But it is impossible to move buttons in this way.
