The Creative Commons CC0 License is used as a basis. Document creation normally involves a certain amount of set-up work. This includes giving the document a title, an initial author, and a persistent identifier, etc.. Several of these meta data elements are combined in a license which specifies the original author's claims about the further use of the document. Without any license, the document would be an orphan (or more properly a "maverick"). The CC0 License claims only an existential right for the document, no copy or other rights.
