This issue still exists in Open Office 3.1(OOO310m11) 

Steps to replicate:
1.      Open a new document in writer and insert some text in it.
2.      Select any word.
3.      Click on “Format” tab from the tool-bar, moving down you find      
“character”, single click on it.

--“Character” window pops up.
4.      Click on the second button at the top left corner which says “Font 
Effects”.
5.      Moving down, select the check box that says “Blinking” and click “OK”.
6.      Now, back on the document, we see the selected word blinking.

--Now, let’s check for the same feature in Impress:
1.      Create a new presentation and insert some text.
2.      Select a word.
3.      Click on “Format”, and select “character”.

--“Character” window pops up.

4.      Click on the button “Font Effects” and surprisingly you don’t see any 
option
for blinking.

Also, there is another option for “Blink” in Impress but, due to some reason its
behavior looks very strange. 

1.      Create a new presentation and insert some text.
2.      Select a word.
3.      Click on “Format”, and select “Text”.
4.      “Text” window pops up.
5.      Click “Text Animation” and from the drop down box for “Effect” select 
“Blink”
and then “OK”.
6.      Now, back on the slide we observe that, even after selecting a word, the
whole Text goes blinking. 

--This is a drawback or can also be termed as a ‘defect’ of Open Office and such
defects should be carefully observed and should come up with a new version in
order to protect its customers and set a strong competitor for Microsoft Power
Point.

System configuration:
Dell Laptop
Windows XP, with SP 2, 2GB Ram, Intel processor 1.8 GHz.
Also reproduced in Windows Vista and Mac OS.
