The apostrophe is not part of the cell content, but it is shown in the input
line to mark the content as text, if the cell format is not explicit set to
text.
If you get text instead of dates when importing a csv-file, then you have missed
to set the right date format to the column in the import dialog. Click on the
column header in the import dialog; that activates the column type drop down
list.
