At least on OOo 3.1.1 on Mac OSX, when the main application is open but without
a sub-application open, the File menu does not contain the "Recent Documents"
submenu.

I can go to the File menu and select an application (including Startcenter) to
get this submenu. The File menu is altogether different without any
sub-application open than if one is open, which causes the loss of this option.
(The modified menu can also be seen if Help is open and has the focus.)

It would seem more consistent to keep the same File menu, as all the options (in
essence) on the modified menu are also on the regular File menu.

I said "in essence", because the modified options (or perhaps, an older set of
options?) actually start the sub-applications; if that sub-application is
already running, it does not necessarily either start another copy or give it
the focus. This happens with Startcenter anyway; from Help, I can repeatedly
select File | Startcenter (or press Command-N), and if Startcenter is covered by
the Help window I may never know that the option is actually working.

I know there is already a suggestion to add Recent Documents to the Startcenter,
but this will not resolve the specific issue. Automatically opening Startcenter
if the last document/sub-app is closed would improve matters (this would not
solve the issue with Help, detailed above), but I'd rather just have the menu
available. I prefer to do things manually than the wizard way... :)
