I wanted to replace openoffice 2.4 with openoffice 3.x in order to deal better with .docx documents. I installed openoffice 3.1.1 using backports. The installation included openoffice.org-help-eng-us. However, when I try to access openoffice help, I receive the message "The help files for this locale is not installed. Please install openoffice.org-help-us-eng or the locale specific help package . . . " I was unable to find any reference to the problem except for bug 517941 which appears to deal with openoffice 2.4. In tools>options>language, I have set everything to US english.
