I can't confirm that the "Conditional Formatting" dialog adds single quotes.
Currently I see 3 different possibilities:

I insert a letter like   B   to the condition pane 
  That will mean OOo will compare the contents of the formatted cell with the
  contents in Name Range Range named    B
  No quotes will be added. 

I insert a letter with double quotes like    "B"   to the condition pane 
  That will mean OOo will compare the contents of the formatted cell with 
  letter    B

I insert a letter with single quotes like    'B'   to the condition pane 
  OOo will do something random reaction as described.
      
Any new results?
