Maybe I'm misunderstanding, but I don't think the duplicate issue listed here is
the same one at all.  This problem does not have to do with formatting,
positioning, or objects (the Secondary Axis title exports just fine).  The
problem is that the values and scale from the axis disappear.

Excel is fully capable of displaying a secondary Y axis with values and a title,
so I don't see why they shouldn't be exported properly.  In the attachment below
I show a comparison of what the chart looks like when first exported vs. what it
should look like.

NOTE: Make sure to open the .xls in Excel, as the issue doesn't seem to occur if
the file is opened in OpenOffice.
