This is still present in OO 3.1.1 see the new screen shot I have uploaded.
(infact it appeart at teh default zoom of 86% too).
it is really easy to reproduce, start oo draw, load the attached draw doc
and than set your zoom to 57% you will see that the HORIZONTAL 0.01cm line is
thicker than the 0.04cm line 2 lines below it.
