AFAIK framework handles accelerators' configuration primarily through registry
starting from 3.1. The modules' accelerators' configurations have been
transformed to the new system at some time after 3.1; the current configuration
is in officecfg/registry/data/org/openoffice/Office/Accelerators.xcu .
