Perhaps this should be two bug reports? I can understand the discussion about
arrow keys (and personally I don't mind that the arrow keys jump me back).

But the bug I cannot understand is scrolling back for no reason - when I have
done nothing but use the mouse wheel and suddenly I'm zapped back to the place I
just scrolled away from - if I wanted to see it, why would I have scrolled away
from it?

eg I am going through a document to check that all the headers have the header
style applied.

1. Click on header, apply header style.

2. Quickly scroll down to next header (with the mouse wheel).

  Before I have a chance to click on the next header, the view jumps back to the
first header. (within 1 second of step 1).

I have not pressed any keys, all I have done is scrolled.

I'm seeing this right now on Mac OSX with OOo 3.1.1 and I used to see it way
back with OOo 2 on various versions of Ubuntu linux.
