This is apparently the same root cause as Issue 83535.
2 things:
- by default, the paintbrush function copies the character AND paragraph
attributes.
- if you don't "paint" the target (selecting) you will only see the paragraph
changes.
There is not reset if you make Ctrl+Click (no paragraph attributes)

We need to re-think this behavior.
