I have an HP laptop with Windows Vista purchased and used in Toronto Canada. The keyboard is not Bilingual and the problem is only found in Open Office programs all other programs work normally. It is resolved only after I restart the computer. All language settings are in English(Canada. I Opened the Language settings (tools-Options-language settings-Language) and set everything to English(canada) and it seems fine for now. This problem is probably related to the English(canada) setting or the bilingual programing built into some Canadian computers.
