Sure. The Function Wizard has two levels of descriptions for a function. Simple
one without any parameter box and detailed one with box(es). The problem is in
the latter. (I didn't know that.)

You can see the problem (natural log) either by:
1. Enter "=log10(" in any cell and press control-F2 to bring up the Wizard with
the Structure tab activated. 自然対数 (natural log) is right above the "Number"
parameter box; or,
2. Open the Wizard by either control-F2 in a blank cell or Menu/Insert/Function
in a blank cell with Functions tab activated, double-click "LOG10". 自然対数
(natural log) is right above the "Number" parameter box. Single click on "LOG10"
shows simple description without a parameter box, this one says "base-10 log"
correctly.

Note that the English message simply says "logarithm" without referring any 
basis.
