The behavior is intended. The value "3" means the most current ODF version.
Right now, this is "ODF 1.2 Extended". In future versions, this may change to
"ODF 1.3" or "ODF 2.0", etc.
The new value "4" means "ODF 1.2".
So, if the purpose of the extension is to always select the latest ODF version,
then everything is fine, even though this "latest" version has different names.
If the purpose of the extension is to set the version to "ODF 1.2" in all cases,
then it indeed must use different values in OOo3 and OOo3.2.
