pl->cd: FirstStartWizard is by chance yours ? If not, please send on.
FirstStartWizard enables the Quickstarter rather unconditionally unless you're
on OS/2 (desktop/source/migration/wizard.cxx : FirstStartWizard::onFinish).
Seems to be desired behavior.
