At least in http://ftp5.gwdg.de/pub/openoffice/stable/3.1.1/ there are only english localized installation sets to be found. Thus the Norwegian dictionaries won't be included there. Also additionaly installing a Norwegian language pack won't solve the problem since language packs are only modifying/adding localized UI and not other functionality like spell checking etc. On the other other hand within the sub directories of http://ftp.linux.cz/pub/localization/OpenOffice.org/devel/DEV300/ you can find everything you need to. But you missed to point out what exactly you did get from there. For example if you look into http://ftp.linux.cz/pub/localization/OpenOffice.org/devel/DEV300/DEV300_m62/Build-1/ and take a installation set like OOo_DEV300_m62_LinuxX86-64_install_nn_deb.tar.gz (some that matching your OS AND has 'nn' or 'nb' listed as language) everything should be available in that installation set already. Please give it a try.
