The problem seems to be caused by the quotes used in the registry entries.

If you look at the entry

[HKEY_CLASSES_ROOT\CLSID\{C52AF81D-F7A0-4AAB-8E87-F80A60CCD396}\InprocServer32]

you'll see that the default value is:

"C:\Program Files\OpenOffice.org 3\Basis\program\shlxthdl\shlxthdl.dll"

If you remove the quotes from this (and the other entries in the registry) then
the problem goes away and you can see the shlxthdl.dll file being loaded
correctly using Systinternals' Procmon.
