You created the 'presentation' in its 'outline' view and you used it like a text
editor but impress is not the same as a text editing program. 

To switch from 'outline' view to 'normal' view look at your opened document.
Just above your text is a line with "Normal", "Outline", "Notest", etc.
Click on "Normal", now you can insert shapes like graphics or arrows and stuff.
If you can't find it just use the 'View' menu and select the first entry 
'Normal'.

In the outline view, every paragraph that is at level 1 is the title of a slide.
If you are at the start of a paragraph (not the first one that must be a slide)
you can use your "tab" key to make it a sub point. Use your tab key again to
make it a sub sub point. Or shift key + tab key to take it up one level.


Setting issue to works for me as this is no error or missing feature
