This is Gnome-specific. The setting that controls which dialogs appear for the Save and Open functions is in Tools > Options but only if the Gnome desktop environment is running; whereas if KDE is running Writer > Tools > Options doesn't have the option. When OOo dialogs are run in either desktop environment, a single type menu appears, not two. So the problem only occurs when OS dialogs are run. So this is about a non-OOo dialog when Gnome is running. So it's their problem. This is based on OOo 3.0.0 OOO300m9 (Build 9358). A somewhat related issue is at Bug 105789 (http://qa.openoffice.org/issues/show_bug.cgi?id=105789).
