I've not looked at this for a bit but it seems to have been resolved!
Resolved with OOo 3.1.1 on Windows Vista Business SP2 and Excel 2000 SP3
Resolved with OOo 3.1.1 on Windows XP Pro SP3 and Excel 2000 SR1
Not tested all combinations but happy enough to mark the issue as fixed.
