Can confirm this with OOo 3.1.1 and 3.2 on Windows.
It is essential that the selection is made from bottom to the top.
Create a document with e.g. 8 paragraphs. Select the bottom 3 paras and then
with Ctrl additionally the first three para's. Click decrease/increase indent
button -> from the upper selection only the first paragraph is taken into
account for applying the attribute.
