To write in Russian you are switching your keyboard layout to Russian (Cyrillic
script). When writing in English you are switching to English (Latin script).
When doing this, the character language is switching to English (note the
Language shown in the status bar) so that the next quotes typed will follow the
English punctuation rules.
To avoid this, switch back to Russian before typing the closing ".
