changed in CWS vcl108. As for changing the behavior on other platforms than gtk:
I think not. The opening of the menu on F10 is a gtk specialty anyway; all other
platforms either have only a menubar item selected or a menu is open and one of
its items is highlighted; the case that a menu is open and no item highlighted
is gtk only.
