Where are you reading the line length?

The size displayed by Draw in the status bar during Modify > Rotate is the
height & width of the object's bounding box, not the line length. So for any
non-horizontal line, the displayed width will be something less than the line's
length. The displayed width only matches the line length when the line is
horizontal.

Does that account for what you're seeing, or is there a different problem?

You can rotate a line to horizontal using Format > Position and Size > Rotation
> Angle: 0 degrees.
