If you choose Category > Fraction, Format: -1234 1/9 (the first choice in the list), the displayed fraction is limited to one digit in the numerator and denominator of the fraction, and "1/9" is the closest single-digit fraction to 1/12. If you choose the second format from the list, -1234 10/81, then the displayed fraction can have up to two digits in the top and bottom, and 1/12 will display as 1/12.
