This is the "old" (pre-OOo3) behavior which you will get when switching to ODF
1.1 format in load/save options. But it isnot default because the community
desired the new behavior.
Alternatively you can select a "space" as follow-character.

Problem is, that when you decide to have the tab at 0.2 cm it will be "inside"
the bullet character. Thus the next default tab stop will be taken instead. The
value is absolut position, not relative to the bullet width.
Sorry, this won't be changed, it works as designed and desired.
