Confirm with WIN XP 3.1.1, but I beleive it's a feature, not a bug.
And indeed, that can cause strange effects:
1. Input "1 €" to 'A2' (pls. use your local currency)
"1,00 €" will be the result
2. Type "1/3" to 'A2'
"40.238,00 €" will be the result
May be it would be useful to be able to switch off this function
