I can find entries for both extensions in
uno_packages/cache/registry/com.sun.star.comp.deployment.component.PackageRegistryBackend/unorc:
UNO_USER_PACKAGES_CACHE=$ORIGIN/../..
UNO_JAVA_CLASSPATH=$UNO_USER_PACKAGES_CACHE/uno_packages/MZGTIB_/leaves2.oxt/extensionoptions.jar
$UNO_USER_PACKAGES_CACHE/uno_packages/zfICLv_/leaves1.oxt/extensionoptions.jar
UNO_SERVICES=?$ORIGIN/common.rdb ${$ORIGIN/${_OS}_${_ARCH}rc:UNO_SERVICES}
After removing leaves1.oxt only the entry for leaves2.oxt remains.
Verified.
