What OOo version are you using exactly? Have you tried to rename or delete the
user configuration file? You can find them in "c:\Documents and Settings\<user
account name>\Application data\OpenOffice.org\3".
Deleting OOo is not a good idea. You should uninstall it. This can be done in
the control panel -> 'add and remove software'.
