In m71, doing a "build --from sfx2 --prepare" adds all affected modules to
source_config, even if they were already present previously.

While I appreciate that build.pl does not shout at me anymore ("WARNING: module
... already present!!!!!11"), I think it is a bad idea to choke source_config
this way: Chances are that during the lifetime of a CWS, multiple incompatible
builds, and thus multiple "build --prepare" are necessary (I did 20 or so in
this particular CWS already). Adding all modules every time to source_config
makes it somewhat hard to maintain, doesn't it?
