Cell type format is for indicating OOO to accept the format I am entering. So
when I say "cell format is a text" accept a text. It is that simple -- do not
check later what I enter, and do not change the cell format "behind the
scenes". Forcing any other action, like adding quotes just to accept text
as-is is exactly what this bug is about.

I don't want a date format, I want to make all cells text format, so I could
input text as I would like without auto-changing it by OOO.
IOW: when I say "text format" I want to see "text format" no matter what. When
I say "scientific format" I want to have "scientific format" (no matter what).
Data should be formatted __according__ to cell format, not otherwise.
IOW2: currently OOW has a loop, it formats data according to format, but if it
it finds "better" match, it formats the format according to data (and then
data according to that new format). This is plain wrong.
