The submitter first asked for "German langpack files ... because these files are needed ... to build OOo with German language support". I read this as language dependent source files would be needed in a bundle. That seems not to have been meant, but instead a .tar.gz build target of the langpacks seems to be requested, which 'is' answered with that would be no problem if PKGFORMAT=archive was used.
