This can be accomplished by the Alt key as described in comment 3. But nobody knows about that, a menu option would still be nice. 2) the bug about shifting option offered in the Paste special dialog. That bug is valid in OOo 3.2, I can confirm that. Notice, that when you COPY rows, both options (shift Down or Left) are offered. But when CUTing rows, only shift Left is offered in the dialog. In both cases only shifting Down makes sense.
