Let me add the following observation to the problem:
Using the search & change option to remove empty paragraphs in a document
(i.e., in
a single step mode - I haven't tried in the "change all" mode) not only the
formatting of paragrphs is removed but also pictures that are surrounded by
empty
paragraphs will be deleted.
in issue #105000 back in 9/2009 I wrote:
"using the search & change option to remove empty paragraphs in a document
works
correctly only with the single step option - when using the "change all"
option, pictures that are surrounded by empty paragraphs will be deleted also."

now it doesn't work in single step mode.
It somehow troubles me that reported basic problems show up again in later
versions.
