This is definitely a bug (IMHO).

How to reproduce:
1. open attached file
2. look at the options - "Tools" -> "Options" -> "OpenOffice.org" -> "Security"
option "Open this document in read-only mode" is not set
3. Close options dialog.
4. Press icon "Edit file" on "Standard" toolbar
5. look at the options - "Tools" -> "Options" -> "OpenOffice.org" -> "Security"
option "Open this document in read-only mode" is not set as well
6. add some text and save document
7. close document
8. open document - again read-only

I have a lot of files, some of which are open read-only, and some read-write.

Try this:
1. open attached file
2. save as "ODF" - sample.odt
3. close document
4. open sample.odt
5. save as "Micrisoft Word 97/2000/XP" - sample2.doc
6. close document
7. open sample2.doc - document is opened read-write
