Sorry, not reproducible. What I did:
Insert a picture into writer from the gallery.
Copy the picture and insert it into Draw.
Crop the picture in Draw using the Crop-Tool.
Select the cropped picture and use File/Export checking selection and exporting
it as gif. When opening the exported gif in external viewer it looks correct.
