Help says, "If Type = 1 or the third parameter is missing, the index of the last
value that is smaller or equal to the search criterion is returned. This applies
even when the search array is not sorted."
The last value which is smaller or equal to your search criterion "Detect
Celestial Magic" is the value "Create Trap", because the next value is
"Disarm/Arm Trap", which is greater than your search criterion "Detect Celestial
Magic". So the result is 6, which is the index of "Create Trap".
