I checked with "Ooo 3.1.1 WIN XP DE[OOO310m19 (Build 9420)]"!
I tested a sample with entries:
Date 5.3.2010 =today()
Cell above as No (40242) Cell above as No (40242)
What I saved as .ods and .xls each with standard time base and starcalc 1 time
base.
And I saw reopening those documents:

05.03.10 05.03.10 (All as expected)

05.03.10 03.05.10 (why does formula show May?)

If you want to report a bug, please be much more specific.
Don't write things like "all dates are changed". You have to check, whether the
effect appears when you save or when you open, it is interesting what "viewer"
with what settings you use, when you changed settings (before you opened a
document or afer you opened a document)...
