This is not how you're supposed to calculate elapsed time in a spreadsheet
application. Dates are represented as fractin of days since a special 
start-date.

The major difference is that date "0" is the non-existing "January 0 1900"
wheras in OOo date "0" is 30.12.1899 - that is why you get a day-count of 0 for
your difference, the value of 0.5 (the difference between the first two date
values) is the non-existing "January *0* 1900 *12:00*" in Excel.
In OOo, 0,5 corresponds to "December *30* 1899 *12:00*"

OOo will not introduce all of Excels date-related bugs and quirks, and will not
change the funamentals of calculating with dates, so there's no chance for your
sample to work like in OOo ever.

Use proper date&time related functions to compute differences between two dates.
