Unfortunately, this issue remains an impediment on my system.  All new notes are
located (and point to a cell) 11 rows above their target cell.  Former fixes
involved copying the entire sheet and pasting it in place.  This no longer 
works.  

I suspect this particular spreadsheet (originally created in OOo 2.1) may be
perpetuating this annoyance beyond its fix in OOo 3.1.  If so, rebuilding it
from scratch in 3.1 might work. But it might not, and this spreadsheet is too
big to rebuild without a certainty of improvement. 

Just wanted to let you know that this little 'offset-note' annoyance is
continuing into the second decade of the second millennium.
