Also state how you did get to that URL. And of course if you once get a broken file from the server, trying again from the same server won't help in most cases. Sometimes a proxy has stored an incomplete file, etc. Provide the URL, then somebody can have a look. But if you download via the OpenOffice.org website's official URLs, no mirror whould have incomplete files.
