Seems to be intended as a feature after all; actually this is a setting and it
is set in settings.cxx:191 (and basically nowhere else). Exchanging the default
MOUSE_WHEEL_FOCUS_ONLY with MOUSE_WHEEL_ALWAYS sets the behavior I'd normally
expect again.
fs: this change came in with revision 262827 (that's a hg revision, so it's a
transplanted changeset from svn I guess) in CWS dba32c. Do you remember what the
plan here was ?
side note: if EIS were currently functional we could probably get a task id for
that change. sigh.
